Japan Fast-Tracks USD19B Emergency Budget in 48 Hours

(MENAFN) Japan's parliament approved a 3.11 trillion yen ($19 billion) supplementary budget on Friday to cushion the blow of surging energy costs, racing the measure through both legislative chambers in just 48 hours as inflationary pressures intensify across the resource-scarce nation.

The emergency package cleared the House of Councillors on Friday with support from several opposition parties, one day after passing the House of Representatives, media reported — an unusually accelerated legislative timeline that underscores the urgency of the situation.

The supplementary budget arrives just two months after the enactment of Japan's fiscal 2026 budget, reflecting deepening concern over the economic fallout from the prolonged Middle East conflict. Rising crude oil prices and mounting disruptions to energy supplies through the Strait of Hormuz have driven up costs for a country almost entirely dependent on imported energy, generating cross-party consensus for emergency intervention.

The spending package is structured around three key pillars. A 2.5 trillion yen ($15.3 billion) reserve fund will primarily be directed at keeping gasoline prices at approximately 170 yen per liter through targeted subsidies for oil wholesalers. A further 513.5 billion yen ($3.1 billion) has been earmarked for electricity and gas subsidies covering July through September, when cooling demand typically peaks. An additional 100 billion yen ($610 million) will be channeled to local governments to support households reliant on liquefied petroleum gas and businesses contending with elevated electricity bills.

The package's passage marks a notable policy reversal. Prime Minister Sanae Takaichi had initially resisted compiling a supplementary budget, citing concerns over Japan's already strained fiscal position. The government ultimately moved forward regardless — financing the entire package through deficit-covering bonds.
